This agreement expands cooperation in economic, energy, security, and counterterrorism areas, but it does not establish mutual defense obligations or Russian military deployments that would imply a war against Washington. It’s more of a framework for arms sales (like the Igla-S missiles) and rhetorical support than a war alliance, limited by Russia’s weaknesses in Ukraine and Venezuela’s ban on foreign bases.
